Probation and parole services in Duluth, Minnesota are carried out by Arrowhead Regional Corrections (ARC), which was formed under the Minnesota Community Corrections Act (CCA) and between the counties of St. Louis, Lake, Koochiching, Cook, and Carlton, known as Northeastern Minnesota’s Arrowhead region.

The ARC counties encompass nearly 14,000 square miles, or 17 percent of the State’s nearly 80,000 square miles.  Within the ARC is the Court and Field Services division, which includes probation and parole offices in Virginia, Duluth, Hibbing, Silver Bay, Two Harbors, International Falls, and Grand Marais. The Court and Field Services division has a staff of 104, which includes 75 probation officers.

Individuals who want to pursue probation and parole officer careers in Duluth, Minnesota, must have one of the following:

• Master’s degree in a behavioral science field, including an internship or clinical field work training; OR
• A bachelor’s degree in behavioral science and one year of professional experience in probation, social work, social counseling, or parole; OR

About the Minnesota Community Corrections Act (CCA)

The Minnesota Community Corrections Act, which is a function of state government, includes 32 counties and 17 administrative service units including the ARC. The CCA is designed to provide probation services, supervised release services, and parole services and is reserved for those Minnesota counties with more than 30,000 residents. The county of jurisdiction, through the CCA, provides all probation and correction services.

CCA counties and agencies work with law enforcement officials to provide services within the justice system, such as polygraph examination, sentencing guidelines, the maintenance of a sex offender database; and probation services, such as drug testing, home monitoring, and computer sweeps for prohibited content.
